I’m ashamed to say I attended both the institutions of ‘higher learning’ mentioned in this article. In the 70’s when I was a freshman at Rutgers English 101 & 102 were mandatory. As recently as 20 years ago when my wife attended Rutgers ALL students, even transfer students such as herself, with the need for just a few credits to graduate, had to take English 101 & 102. That is how much emphasis and importance they placed on being able to write and speak in a manner that could be understood.
